Awarded by the Fourteenth Fleet Commander in character in the name of Starfleet Command. The Grankite Order of Tactics, Class of Excellence may be awarded to any in character service member of Starfleet distinguishing themselves by tactical brilliance and out of character organization of a tactical operation involving more than two simulations.
