Awarded by the Fourteenth Fleet Commander in character in the name of Starfleet Command. The Starfleet Command Declaration for Valor and Gallantry is Starfleet's second highest valor award and may be awarded to any in character service member of Starfleet distinguishing themselves by extraordinary valor and gallantry not justifying the award of the Christopher Pike Medal for Valor.
