Awarded by the Fourteenth Fleet Commander in character in the name of Starfleet Command. The Medal of Honor with Clusters may be awarded to any in character service member of Starfleet distinguishing themselves by in character co-ordinating and out of character organizing of a non-tactical operation involving more than two simulations.
